Scorekeeper Requirements and Responsibilities
All Carolina Region members desiring to become a certified Scorekeeper for the current season should log in to their USAV Online Account, click on the Officials Certifications tab in the blue menu on left, and select the certification in the Scorekeeper tab that they wish to apply for. By doing this, you will be notifying the Region of your intent to get certified at that level and a link will be provided bringing you to this page. Click on the appropriate section header below for additional information about the certification for which you applied.

INFORMATION ON BECOMING A CERTIFIED USAV SCOREKEEPER
The majority of the following information was taken from the USA Volleyball's Officials page and modified where needed to Carolina Region policies. Contact the Carolina Region Scorekeeper Chair, Marilyn Thompson for additional information.
Certification of volleyball scorekeepers for USA Volleyball and RVA-sanctioned competition is under the jurisdiction of the Official's Division and the Regional Volleyball Associations (RVA's). USA Volleyball has established 11 classifications of scorekeepers: junior, provisional, regional, junior national, USA national, USA national retired, USA international, USA international retired, regional outdoor, USA national outdoor, and USA international outdoor.
Junior, Provisional, Regional, Regional Outdoor, and other certifications as developed within the Region will be certified through their respective RVA under the supervision of the Regional Scorekeepers Chair, in cooperation with the Regional Commissioner and according to prescribed criteria. Please visit this page for information on all available Scorer certifications within the Carolina Region.
Junior National, USA National, and USA National Outdoor scorekeepers will be certified by the Assistant Vice President of the USA Scorekeeper Commission at approved National clinics.
USA International and USA International Outdoor scorekeepers will be certified by the Assistant Vice President of the USA International Scorekeeper Commission through the approved process and at times and locations to be determined annually.
In accordance with Article 8, Section B 1 of the Operating Code (USAV), all scorekeepers must be registered with USA Volleyball through their local RVA for the current season. Failure to register will automatically terminate scorekeeper certification at all levels.

A. To become certified/re-certified as a junior scorekeeper, a candidate must:
- Be a current member in good standing within Carolina Region - USA Volleyball.
- Attend a Carolina Region Official's clinic (Scorekeeper portion). Register online for a clinic.
- Take and correct to 100 the approved USA Volleyball Form "Junior" written test for scorekeepers using the rulebook or any other reference materials.
- Successfully complete the Junior scorekeeper certification requirements.
- Demonstrate the ability to officiate as a scorekeeper during one of the first three tournaments of the season.
- Annually obtain one passing rating on a junior level match.
B. Responsibilities and entitlements of a Junior scorekeeper:
- After certification, the Junior scorekeeper shall have the opportunity to keep score at the team's officiating work assignments for sanctioned and other approved volleyball competitions within the Carolina Region.
Note: A junior scorekeeper will only be qualified to keep score at junior volleyball tournaments.
Note: In the case of a junior coach, this certification is needed to meet the team requirement that at least one coach on the team must be a certified referee and present during their team's work assignments. This certification does not entitle the coach to officiate (must get an adult certification).
A. To become certified or re-certified as an Adult Team scorekeeper you must do the following:
- Be a current member in good standing within Carolina Region - USA Volleyball;
- Attend a Carolina Region Official's clinic (Scorekeeper portion). Register online for a clinic.
- Attain a minimum score of 70 percent on the approved USA Volleyball Form "A" written test for scorekeepers or (if scored below 70) correct to 100 using the rulebook or any other reference materials.
- Demonstrate the ability to keep score during one subsequent practical rating.
B. Responsibilities and entitlements of an Adult Team scorekeeper:
- After certification, the Adult Team scorekeeper shall have the opportunity to keep score for their team's officiating work assignments for sanctioned and other approved volleyball competitions within the Carolina Region.
- Practical ratings as an Adult Team scorekeeper are valid for a period of two years, however, annual clinic attendance and a passing score (or corrections to 100) on the scorekeeper written test is required to maintain certification each year.
A. To become certified or re-certified as a Provisional scorekeeper you must do the following:
- Be a current member in good standing within Carolina Region - USA Volleyball;
- Attend a Carolina Region Official’s clinic (Scorekeeper portion). Register online for a clinic.
- Attain a minimum score (closed book) of 70 percent on the approved USA Volleyball Form "A" written test for scorekeepers and correct to 100 using the rulebook or any other reference materials.
- Demonstrate the ability to keep score during one subsequent practical rating.
B. Responsibilities and entitlements of a Provisional scorekeeper:
- After certification, the Provisional scorekeeper will be entitled to wear the official Provisional patch and approved official’s uniform while officiating.
- After certification, the Provisional scorekeeper shall have the opportunity to work assignments for sanctioned and other approved volleyball competitions within the Carolina Region from Regionally designated assignor(s).
- A Provisional scorekeeper may elect to become a candidate for Regional scorekeeper upon completion of one season as a Provisional scorekeeper. The Provisional rating may be retained indefinitely provided all re-certification requirements are met.
- A Provisional scorekeeper is authorized to officiate any USA Volleyball-sanctioned competition, including Junior Olympic Volleyball competition within the Region where certified, and in other Regions with the approval of the appropriate Regional scorekeeper chair.
- Practical ratings as a Provisional scorekeeper are valid for a period of two years, however, annual clinic attendance and a passing score (or corrections to 100) on the scorekeeper written test is required to maintain certification each year.
- A provisional scorekeeper shall automatically carry junior scorekeeper certification.
A. To become certified or re-certified as a Regional scorekeeper you must do the following:
- Be a current member in good standing within the Carolina Region - USA Volleyball.
- Be currently certified as a Provisional scorekeeper (indoor only).
- Attend a Carolina Region Official’s clinic (Scorekeeper portion). Register online for a clinic.
- Attain a minimum score (closed book) of 80 percent on the approved USA Volleyball Form "A" written test for scorekeepers and correct to 100 using the rulebook or any other reference materials.
- Demonstrate the ability to keep score during two subsequent practical ratings.
- Completion of other requirements as prescribed by the Regional Scorekeeper Chair.
B. Responsibilities and entitlements of a Regional scorekeeper:
- After certification, the Regional scorekeeper will be entitled to wear the official Regional patch and approved official’s uniform while officiating.
- After certification, the Regional scorekeeper shall have the opportunity to work assignments for sanctioned and other approved volleyball competitions within the Carolina Region from Regionally designated assignor(s).
- A Regional scorekeeper may elect to become a candidate for National scorekeeper (www.carolinaregionvb.org/Officials/candcriteria.html) upon completion of two seasons as a Regional scorekeeper. The Regional rating may be retained indefinitely provided all re-certification requirements are met.
- A Regional scorekeeper is authorized to officiate any USA Volleyball-sanctioned competition, including Junior Olympic Volleyball competition within the Region where certified, and in other Regions with the approval of the appropriate Regional scorekeeper chair.
- Practical ratings as a Regional scorekeeper are valid for a period of two years; however, annual clinic attendance and a passing score (with corrections to 100) on the scorekeeper written test is required to maintain certification each year.
To become certified as a USA National scorekeeper, a candidate must:
- Be a current USA Volleyball registered member in good standing with his/her RVA.
- Fill out the Region's National Official Candidate Application by June 30 of the year before you want to be evaluated.
- Be certified as a USA Volleyball Regional scorekeeper and have demonstrated proficiency in the use of the USA Volleyball substitution scoresheet in USAV-sanctioned competition for both 6-player and modified USA Volleyball substitution situations and must have taken and successfully completed the current written examination in the year of candidacy.
- File the official application form with the National Commissioner for Scorekeeper Certification and Evaluation by the published closing date. These forms are available from the Regional Scorekeeper Chair, the Assistant Vice President, or the National Commissioner for Scorekeeper Certification and Evaluation.
- Attend an approved national scorekeeper clinic in its entirety.
- Successfully complete the written and practical scorekeeper examinations.
- Pay the application fee set by the USAV Official's Division.
- Completion of other requirements as prescribed by the USA National Scorekeeper Commission.
- To retain USA National scorekeeper status, the scorekeeper must:
- Remain a USA Volleyball registered member and active scorekeeper in good standing within his/her RVA.
- Attend the US Open National Volleyball Championships at least once during each three year period and keep score a minimum of two matches.
- If unable to attend the US Open National Volleyball Championships in a three-year period, attend the USA Junior Volleyball Championships and keep score a minimum of six matches. Note: this alternative may only be used once in a six-year period.
- In those years that a USA national scorekeeper cannot attend the US Open National Volleyball Championships, attendance and participation at the USA Co-ed Volleyball Championships or the USA Junior Olympic Championships is strongly encouraged. The intent of this provision is to:
- Provide for a time/site more convenient for the individual; and
- Better provide a nucleus cadre of scorekeepers for each of the USA National Championship programs.
Note: A scorekeeper encountering unusual difficulty in attending a US Open National Volleyball Championships during a three year period may apply to the Assistant Vice President, USA National Scorekeeper Commission, for a one-year extension of his/her certification.
To become certified as a USA National Outdoor scorekeeper, a candidate must:
- Be a current USA Volleyball registered member in good standing with his/her RVA.
- Be certified as a USA Volleyball Regional Outdoor Scorekeeper or USA National Scorekeeper
- File the official application form with the National Commissioner, outdoor/beach scorekeeping. These forms are available from the Regional Scorekeeper Chair, the Assistant Vice President, or the National Commissioner, outdoor/beach scorekeeping.
- Attend an approved national outdoor scorekeeper clinic in its entirety.
- Successfully complete the written and practical outdoor scorekeeper examinations.
- Pay the application fee set by the USAV Official's Division.
- Completion of other requirements as prescribed by the USA National Scorekeeper Commission.
- To retain USA National Outdoor scorekeeper status, the scorekeeper must:
- Remain a USA Volleyball registered member and active outdoor scorekeeper in good standing within his/her RVA.
- Attend the USA Outdoor Volleyball Championships at least once in a five-year period and keep score a minimum of six matches.
- Any USA National Scorekeeper in good standing, with at least five years service as a USA National Scorekeeper, may apply for voluntary retired status.
- The USA National Scorekeeper retains National scorekeeper status. The scorekeeper continues to wear the USA National Scorekeeper patch in all Regional competitions. The retired USA National Scorekeeper must remain in good standing within his/her RVA and must re-certify as necessary according to the process of that RVA.
- The Retired USA National Scorekeeper continues to receive all publications directed at the USA National scorekeeper's group.
- The Retired USA National Scorekeeper is not eligible to keep score at the US Open National Volleyball Championships.
- The Retired USA National Scorekeeper may retain the right to keep score as a primary scorekeeper at the US Junior National Championships by attending the US Junior National Championships at least once during a four-year period.
- The Retired National Scorekeeper will lose the status as qualified/certified USA international scorekeeper and will not be allowed to serve as a scorekeeper on any international matches.
- The Retired USA National Scorekeeper may apply for re-certification as a USA National Scorekeeper by following the procedures listed in Nos. 2-7 under Becoming a USA National Scorekeeper.
The USA International Scorekeeper Commission administers this program under the supervision of the Official's Division.
To become qualified to keep score using the international scoresheet, a candidate must:
- File the official application form with the assistant vice president, USA International Scorekeeper Commission by the published closing date. These forms are available from the Assistant Vice President, USA International Scorekeeper Commission.
- Pay required fees.
- Be currently certified as a USA National Indoor or Outdoor scorekeeper, whichever is appropriate.
- Attend an approved international scorekeeping training clinic in its entirety.
- Keep score a minimum of two matches at the US Open Volleyball Championships or the US Outdoor Volleyball Championships, whichever is appropriate for the certification being sought, using the applicable international scoresheet.
To maintain the qualification, a scorekeeper must:
- Remain active as a USA National scorekeeper in the classification for which certified.
- When in attendance at the US Open or US National Outdoor Volleyball Championships, keep score a minimum of one match using the appropriate international scoresheet. Attendance at the international scorekeeping-training clinic is also strongly recommended.
- Be available for assignment when called upon. Those qualified to keep score using the international scoresheet will be eligible for assignment to USA team tour matches and non-sanctioned international events in the United States.
To become certified to keep score using the international scoresheet, a candidate must meet the following criteria and complete the following procedures:
- Criteria
- Be currently rated as a USA National indoor or outdoor scorekeeper, whichever is appropriate, having maintained this rating for the last four consecutive years.
- Have participated as a scorekeeper at three of the last four US Open or US National Outdoor Volleyball Championships, whichever is appropriate.
- Have demonstrated an interest in this program as an active worker, scorekeeper, and rater on the national level during this time.
- Have been qualified to use the appropriate international scoresheet for a minimum of two years.
- Procedure
When a USA international scorekeeper certification clinic has been announced:
- File the appropriate indoor or outdoor application with the Assistant Vice President, USA International Scorekeeper Commission, by the published closing date. These forms are available from the Assistant Vice President, USA International Scorekeeper Commission.
- If selected as a candidate:
- Pay required clinic fees to the Assistant Vice President, USA International Scorekeeper Commission.
- Fully attend and successfully complete the prescribed training clinic.
- Successfully complete practical ratings at assigned international matches.
To maintain this certification, the USA international scorekeeper must:
- Remain active as a USA National scorekeeper in a leadership role.
- When in attendance at the US Open or the US National Outdoor Volleyball Championships for which certification has been awarded, keep score a minimum of one match using the appropriate international scoresheet. Attendance at the international scorekeeping clinic is also strongly recommended.
- Be available for assignment when called upon.
- Maintain a standard of excellence as determined by the USA International Scorekeeping Commission through evaluation of all international scoresheets and input from other officials at international matches.
- At least once every four years, the certified USA international scorekeeper must be observed and obtain a passing rating in the appropriate competition for which certification has been attained.
Those certified as USA International scorekeepers will be eligible for assignment to USA team tour matches, non-sanctioned international events and sanctioned FIVB championship sompetitions in the United States.
