CANDIDATE CRITERIA FOR APPLYING FOR NATIONAL RATING OPPORTUNITIES
- Those interested in becoming candidates for a Junior National Referee certification, a National Referee certification or a National Scorekeeper certificiation (USAV) should submit a written application to the Carolina Region Office by June 30 of the year prior to the intended year of seeking a National Rating. This application should include but not be limited to: his or her desire to be considered for advancement, years of experience at the current rating, level and quality of competition officiated, service to the Region through officiating Juniors and Adults (both tournaments and Regional Championships) or giving officiating clinics, and other officiating experience such as Collegiate and adjacent state large tournaments such as Hi Neighbor, East Coast Boys, Shamrock and Virginia Beach venues.
- The candidate will be recommended for selection for advancement by a panel of at least three members of the Region Rating Team based on past recent observation of the official at work. If possible, and if the candidate officiates as a PAVO referee, arrangements should be made with a collegiate assignor for the candidate to work matches with members of the Rating Team during the Fall Women's season. The candidate will be further evaluated by raters during the USAV season starting that winter, and continue through the Junior and Adult seasons. The candidate will be expected to officiate at the Adult and Junior Hi Neighbor tournaments where they will be assigned to officiate the highest level of competition at both tournaments. Their evaluations and training will then continue through the Regional Championships in both Adult and Junior competition. In the event that any of the above mentioned events fall on the same weekend, then the Referee Chair will assign the candidate to the tournament that best meets the training needs of the candidate and Region.
- If successful evaluations from the CR Rating team are attained throughout the observation year, the candidate will be notified that he/she has been selected to represent the Region at the appropriate rating site the following year. For a Junior National Referee rating, the candidate will attend the Girls' Junior Olympic Volleyball Championships for evaluation (pass/fail). In the case of National Referee candidates, if selected by the National Rating Team the candidate will be evaluated at the following Boys Junior Olympic Volleyball Championships and then the US Open Championships. For both the Junior National and National ratings, candidates will now need to show scorekeeping proficiency in order to pass the rating.
- The timeline would be similar to this example (National Rating):
- By June 30, 2008 - candidate submits a letter of application
- Summer 2008 - Rating Team recommends candidate for evaluation
- Fall 2008 - candidate evaluated during collegiate season if possible
- Winter 2008/Spring 2009 - candidate evaluated during USAV season (adult & Junior)
- Summer 2009 - candidate notified of acceptance after approval by the Board of Directors at their Annual Retreat
