- a. Adults - decline in playing adults (Jr Coaches/Team Reps included in adult totals so playing adults decrease is more considering juniors grew again this season).

- Teams - Juniors grow again, adults decline

- Facilities - switch to juniors playing every weekend helped. Lost Barber Park early but the addition of the Greensboro SportsPlex helped make up for it. If Juniors continue to grow, then finding places to play and tournament directors willing to host will continue to be a focus.
- Officials - we had several new officials this season. Many coming over from High School ranks. Again, the new scheduling helped us have officials at all juniors tournaments. We must continue to bring more officials in (Juniors) and continue high-level training. We had officials at Adult Regional Championships this season and got positive reviews. Need to address the level of officials assigned to the various Championships (Regional and above for Open and Adult Championships). The clinics went well this year but still need to work on standardizing the clinics and training the clinicians and raters. Online testing needs to be fine-tuned so clinic attendees follow through in timely manner.
- High Performance - held more one-day clinics than last year and had 133 attendees (some players went to more than one) and 10 Coaches go through the clinics. 31 players attended the first HP Weekend training session in Chapel Hill. The HP coaches plan on having a summer camp again this June and we hope to take a HPC team and possibly two Youth teams to the Utah this summer for the annual HP competition.
- Performance - Our Junior teams are doing better in inter-Regional tournaments than ever before! Hopefully the High Performance program has something to do with that, but regardless, their results will only spark more competition among the clubs to get better! Just some examples of our success this season: Triangle 17 - 3rd Tampa Bay Qualifier; CJV-15 Slam - 5th Tampa Bay Qualifier; Triangle 18 - 9th Northeast Qualifier; Triangle 17 - 2nd Northeast Qualifier; Triangle 16 - 5th Northeast Qualifier; CJV-15 - 5th Northeast Qualifier; Triangle 18 - 1st Shamrock; Triangle 16 - 2nd Shamrock.
- Challenges - recruiting and developing adults continue to be a focus in NC and nationally; developing facilities and tournament directors to host; identifying volunteers for Board and Officials division (raters, clinicians); staff - there is discussion among board to add a new position based on our growth. This position could concentrate on High Performance planning, developing the less-populated portions of the state, clinician and rater training development, and membership services during heavy part of the season.
Overall, the State of the Game in North Carolina is strong. We are financially stable and the positive benefits of our sport and organization are spreading.
- State of the Game - National & International - Fred Wendelboe:
Very strong. USAV and FIVB have developed a relationship with AVP so that the AVP athletes have a method to get to the Olympics. FIVB has instituted a height-limited division and we'll continue to see more details on that. There will be a National Championship offered for the height limited division next year. Adult Championships are growing so that USAV may need to split divisions to different sites or expand length of tournament. Men's college game had a division II team win the NCAA Championship just last night. National teams are mixed. The women's team is as good as any team in world at this point on any given night. The second team just did very well at a recent competition finishing first in their pool before losing in semis. Fred will be traveling with Women's National team to Switzerland this summer as Head of Delegation. The Men's team is a little unsettled at this point. Still sorting out the roster. Pushing to be in top 10 in world but are playing up and down. Women are strong favorite for medal in Athens but Men will struggle to medal. USAV is financially stable for first time in a while. Cash flow is going well at this time. Men's team still wants to play in World League which would cost USAV $500,000 which they currently don't have. But next Quad goal is to find that money so they can play World League. Issues before the ROD at Minneapolis are background checks (and how to pay for them); rearranging and improving the CAP and IMPACT programs. Overall USAV is in good shape. It's one of the stronger NGBs. USOC is reorganizing itself also which may impact all the NGBs. Will have to wait to see what type of impact that will have on USAV. There has been talk of PAVO (Professional Association of Volleyball Officials) joining with our Officials Division to strengthen the division and standardize the training and certification of officials. Question from floor whether the organization still considering a move from Colorado. USAV as organization will stay in Colorado. The men's team wants to train somewhere not at altitude. Right now they try to train at sea level before a competition but doesn't look like they will be moving any time soon.
- Election Preview - Karl:
Karl wanted to add a couple of points before the election. We need to do better job of communicating with members both to members and back from members. Need to do better job of marketing. Need to continue to use internet to help with clinics and training. This will also be a period of transition for us that we need to be prepared for. Chuck will not be able to put as much time into his position as in past. We're getting some new faces on board which may mean new ways of doing things. We need to continue to develop new candidates for positions on the board and volunteer activities with the organization.
- Election of Directors - Dale Hartough:
Dale went over the positions open for election and the nominees that had expressed interest in running. Nominations, including any from the floor, were accepted for the following positions:
- Commissioner - Chuck McCracken
- Associate Commissioner - Karl Owen
- Men's Player Representation - John Boger
- Men's AA Division rep - Scott Huettel
- Women's AA Rep - Pamela Plummer
- Men's B Division Rep - Charlie Yang
- Women's B Division Rep - no candidates available. We will continue to advertise position and see if any interested volunteers can be found.
- JO Girl's Coordinator - Marilyn Thompson
Everyone present was reminded that only team reps can vote in the election. Motion by Fred, second by Karl to:

- Meritorious Service Awards - Kevin Wendelboe:
Purposes of the Meritorious Service reviewed. Past winners can be found at the Archive's Section of the Web site. The Region can recognize up to Five Individuals or Groups for outstanding service to Volleyball in North Carolina. Individuals/Groups may only receive the award once under current regulations. The 2003 Carolina Region Meritorious Service Award Winners are:
- Presented to Ed Matthews - Ed is a team rep, coach, and club director with the RCWVC in Reidsville/Wentworth. He has also been a tournament director for several years. Ed is always willing to try to find sites for tournaments whenever the Region has needs.
- Presented to Marshall Ratliff - Marshall is also a coach and director with the RCWVC club. He also serves as tournament director for the Region several times a season. Marshall went above and beyond call of duty this season finding tournament sites for the Region when we were dealing with the weather problems.
- Presented to Ray Wiley - Ray has served as the Region Referee Chair since 1998. He has represented the Region at National meetings on many occasions. Ray gives many officiating clinics each season and also officiates several junior tournaments each season.
The Carolina Region is proud of our 2003 Meritorious Service Award Winners and appreciates their service to volleyball in North Carolina!
