1. Approval of January 24, 1998 meeting's Minutes:

2. Junior Hi Neighbor Request for Dates:
Asheville Parks & Rec and Biltmore VBC have requested dates for Junior Hi Neighbor in 1999, 2000, 2001. The date they want for 1999 is April 17-18, which is the same weekend as our Adult Regional Championships. All agreed we needed more information from Asheville on their requests before a decision can be made. We will make a request to them to hold future tournaments after our Adult Regionals.
3. Delegates to the National Meeting:
Chuck has submitted Annette and John Boger as our delegates to the National meeting. Fred mentioned that the activities and meeting structure of the Adult delegates have changed this year and he would encourage our participation. Annette and John are to check their availability and let Chuck know.
4. Spike Nashbar Proposal:
Spike Nashbar, a volleyball company out of Ohio, is making proposals to all the Regions to supply the Region with volleyballs and equipment. They will give us price discounts in exchange for our mailing list and advertising. It was felt that they were not offering enough to make it worthwhile to us at this time.
5. RS Central HS Facility Grant Request:
Tabled until we could receive report from Committee.
6. CAP Level I & II Clinic - Wake Forest:
52 coaches attended Level I and 23 coaches attended Level II on the weekend of Feb. 6-8. All seemed to get a lot out of the clinic and had a lot of positive feedback. We have not received bill from National Office yet, so do not know yet what kind of impact this will have on budget.

7. Petitions:
WCVC-Yahoos - failed to show up at January 11 tournament and failed to notify Region or Tournament Director. They appealed $50 fine. Motion Karl, second Marion to:

High Country Blizzard automatic petition - withdrew from 1/31 tournament due to snow rescheduling a basketball game Motion by Karl, second by Marion to:

Primitive Tribe had to pull out of Feb. 21 tournament due to work rescheduling and player problems. Motion by Karl, second by John Boger to:

Stingrays had to pull out of Feb. 14 tournament due to lack of players. Motion by Karl, second by Marion to:

It was noted that all of the teams above should be notified that the reason for denial of all the petitions is that the Region was already committed to paying the Tournament Director for their fees (all of the teams withdrew less than 1 week before the tournament).
8. Adult Division Items:
Adult Regional Championships: Karl and John passed out a draft of letter to be sent to all team reps Monday or Tuesday. No one raised any objections to the proposed format. Karl and John mentioned that all Division Reps are responsible for their own Division's Qualifier and/or Regional Championship. They will need help at all sites.
1998/99 Zonals - Do we want to host them? Fred pointed out that a decision should be made before USAV's mid-year meeting in August so Chuck could submit our bid.
Women's AA/Hi-A playoff situation - Annette and Regina will work together to solve any playoff questions for the combined division in future tournaments.
9. Junior Division Items:
Officiating problems at tournaments - Marilyn has mentioned that we are having a problem with Coaches not sticking around and supervising their teams while they officiate. There have been problems with the officiating and the Paid officials and/or Tournament Directors are unable to find the coach. Marilyn and Chuck suggested a penalty of 3 (11 point games) and 5 (15 point games) points in that team's next match if there is a problem with officiating and coach is not supervising. Fred pointed out that this hurts the players and not the coach. Motion by Karl, second by Marion:
| Motion Failed - If a coach fails to supervise their team while they are officiating and there is a problem with the officiating, then the tournament director and/or Paid Officials may penalize (at their discretion) the offending team 3 points (if playing to 11) or 5 points (if playing to 15) in that team's next game. 4-4-4 |
After failed motion, it was suggested that the Commissioner and Junior Coordinator should address the offending coach individually.
Age Group waivers - We had a case of one of the players that we granted an age group waiver receiving an All-Region vote by an opposing coach. We need some criteria of what makes a player an Impact player. Age waivers are only granted in developmental situations and the player cannot be an Impact player. Motion by Karl, second by Marion:
| MSA - One of the criteria for determining whether a player is an Impact player in the case of age group waivers shall be All-Region votes. A player will be designated an Impact player if they receive one All-Region vote. 8-2-2 |
All-Star tournament - Palmetto wants to have an All-Star tournament after the season. The Junior Committee is directed to explore this option.
10. Official's Division:
Adult Division was wondering where we stand in determining which teams are in compliance. Dennis mentioned that he had not received all ratings from his raters. Dennis was to pressure raters into submitting their information and send out announcements to teams that haven't submitted everything. Those teams would then have to show that they have met requirements. Cards have not gone out to referees.
11. Other Business:
Will WSVBC-Sudden Impact be moved to W BB? We will wait until after the Gastonia tournament to make that decision.
Will Ol' Devils be a Hi-A team? Depends on whether March 1 tournament is held. Ol' Devils is agreeable to playing Hi-A, but also wants to play March 1 (A tournament).
Karl pointed out that attendance policy for Board meetings needs to be revisited. We weren't sure up until last moment whether we would have enough voting members or proxies at this meeting to make it worthwhile.
12. Next Meeting - Sunday, March 15, 1998 at Guilford College YMCA in Greensboro. 9:00 am
From I-40: Take the Guilford College Road exit - if traveling I-40 East, turn left; if traveling I-40 West, turn right. Go approximately 3 miles (cross W. Market and W. Friendly). After crossing W. Friendly, turn right at first stop light onto campus. Follow road (it curves left) and the YMCA is on the right. Park in gravel lot beside baseball field. Entrance to Y is on other side of building beside tennis courts.
