Meeting Started 8:11 pm

Discussed Officiating policies and procedures for 1997-98. Dennis passed out a sheet he put together describing clinic procedures and standards needed for each referee rating. This was revised as needed.

Adult clinic dates for 1997 - Nov. 9 in Raleigh, Nov. 16 in Charlotte, Nov. 23 at East Forsyth HS (Kernersville) Junior clinic dates for 1997 - Dec. 7 in Raleigh Triangle area; Dec. 13 possibly Salisbury or Charlotte

Discussed definition of "certified" referee and who can actually get on stand. Must have been to clinic and is "in process" of completing certification to be on stand

Dennis will look at process of when official’s certification expires and possibly recommend revised clinic attendance policy. All refs still must take a test every year.

II. Breakout session results:

A. Adults:

Motion 1: Region will not award All Region Team for the 97 season for MB due to their being only 1 adult team in the Region. - MSA
Motion 2: Team Grand Slam (WA)will be sanctioned $100 for not showing up for their refereeing assignment for the Regional Championships. - MSA

Regional Championships: Should we do another survey allowing teams 2 choices of Regionals, same as last year or (a) all play take place on one weekend - 2 teams from each division auto qualify, remaining teams in division who wish to play will play on Sat (pool play, playoff) to determine the 2 teams who will advance to the finals on Sunday.

Motion 3: The Region should survey Adult teams again for possible Regional format change. - Motion failed

Player behavior: request Officials division make special emphasis in clinics for referees to use their cards and that raters know they should reinforce when cards should be issued. Request Division Reps be pro-active and encourage refs to award cards.

All Region Balloting: Karl will compose and furnish.

Divisions: The two December tournaments will be used as seeding. Aim for Division sizes of 8-12 teams (2-4 courts). Label divisions toward National competition.

B. Junior:

Officials: 14’s and Club levels emphasis on teaching and correcting. 14’s - at least 1 official per court, best 3 officials to 2 courts. If Referee is good, go ahead and rate and give feedback. Fill 14 divisions first, then fill Club up to Open. One pool divisions can have a minimum of 1 referee; bring in someone to help with playoffs. Two or more pools have a minimum of 2 referees. If extra official not available, allow breaks(how and when?) - coach who is regional ref? Standardize location of officials on court. Open division, 4 team pools play best 2 out of 3 15 point .

Feb 7 Second Impact clinic - gym and class portion, plus others (Note: Since changed to Feb. 21 or 22)

Jan 23, 24, 25 Cap I and II (Note: since changed to Feb. 6-8)

A Team must play in 50% or more Regional tournaments to qualify for Regionals.

Possible Regionals for Club Mar 28, Power Apr 25, Open May 9 with top 4 teams Club allowed to play Power Regionals, top 4 teams Power allowed to play in Open Regionals Championships.

Junior clubs register with Region like adults do - charge $100 which includes Club Director meeting with same adult player movement restrictions.

Motion 4: Junior Clubs and combined Junior/Adult Clubs will have a $100 club registration fee which will include the Club Directors workshop and materials. Player movement within the Club will be structured as the Adults. - MSA

III. General Items:

A. Internet items

Starting with minutes of this retreat, put minutes on the web page. Distribute first by e-mail, approve at next meeting then put on Web page.

Is it possible for the Region office to be equipped to take credit cards for different fees. Karl will investigate Visa and Mastercard.

Web site - let’s put various forms on line. Various times of the year when Kevin has more data entry than others. Maybe get an on-line registration form.

B. Handbook

Separate adult / junior, put on web site each Club or individual team will get one book. Clubs may purchase additional handbooks.

C. Juniors

Junior All Region voting process - adapt what adults are doing. List of candidates will be compiled during season and voted on at Regionals. Present plaque but keep plate to engrave and mail back

Juniors may play in adult tournaments under same movement guidelines. Cannot play with adult team on a Junior weekend if their division is playing. If Sunday, may play adults.

Motion 5: Player movement within a Club between junior and adult teams is treated like inter-divisional movement. - MSA
Motion 6: Remove restrictions regarding individual players to play with two different teams on the same weekend subject to all other player movement restrictions. - MSA

5-player issue: Whether to allow teams to play with 5? May choose to play with 5 or add any registered player within same division in the gym to play. Only points awarded for the team are participation points and score of games played count with pool play seeding. A team may start the day with 5 players so they don’t have to go home not playing. Clear proposal not accepted by adults.

Motion 7: For Juniors, if during the day a team becomes less than 5 players, allow team to play with 5 or pick up any registered player from the same division in the gym. Games count up to that point and points awarded as if in last place, games and participation points. Games count but you don’t get points for the games. - Motion Failed

Junior Hi-Neighbor: 3 areas to address:
(1) playing format - wave, reseed for another wave, playoff - standard 2 day format
(2) officiating - standard format is all matches paid R1
(3) facilities - Reid Center lighting, ref stands Asheville High plus other areas - advise Chuck of other problems - any gym that does not have a regulation officials stand, YWCA lighting.

Each site should have a certified trainer or person with CPR certification or be within a minimum of 5 minutes away. Any exception must be presented and approved by the Board and go out in the initial publications so teams entering the tournament will know what to expect.

Prefer Junior weekend versus against Adult Regionals.

Elite Camp - not enough time to run this summer, may run a one-day development camp over Christmas holidays.

D. Adults

Regionals: use same format, changed as follows: Division rep coordinate qualifiers for their division. Division with less than 10 teams: single weekend championship on qualifier weekend. More than 10 teams: qualifier and regional weekend. Will put John’s format item in packet for considering different format for future.

All Region Team Selections - Karl will submit in writing.

Pool play format: 4 team pool play 2/3 to 15 versus 3-11 to balance the play out or 3-15 point games with 3rd rally.

Motion 8: Authorize to add Chuck’s name to signature cards for all banks we are currently using. - MSA

Motion 9: We close points tournaments 3 weekends before Regionals. Tournaments after that time will count as part of the 5 tournaments required for Regionals and no points will be awarded. - MSA

E. Budget

Junior National tournament entry fees (5 teams):

Motion 10: Voted to reimburse full entry fees ($700/ea) to the Junior teams (regional champions) representing the Region at Junior Nationals for 1997. - MSA
Motion 11: Voted to refund adult teams 50% ($325/ea) of their entry fee to Open Nationals for 1997. - MSA

Marion submitted Facilities Request for 2 complete net systems (with pads and antenna), ref stand and 2 poles from Rockingham High School - they will host Junior/Adult tournaments and repay all back to Region. Requesting $3500. Plans are to hold 3-4 tournaments a year with Region sending them 25% of each tournament proceeds and keeping 75% until loan paid off. Would make a nice 2 court facility.

Motion 12: Moved to waive the time period and advance money for improving Rockingham High School for use as a tournament facility in the upcoming season. Will advance $3500 to upgrade the existing gym. - MSA
Motion 13: To approve May 4 minutes. MSA

I. Reorganization (Karl)- Division and Board elections

Breakout group discussion:
Elect Board of Directors first, nominations in January, elections in February to take office at the annual meeting. Division Rep (each division get their own ballot), mailed out by 3/15 to be returned by 4/15 and new members attend Board of Directors meeting and retreat. Ballot printed on original letterhead and return as such. If elected rep not playing in that division, the associate commissioner for that division would appoint rep in that division for the rest of the term and the elected player rep (now playing in another division) would become an at-large member of the board.

Karl will massage and e-mail to on-line members and Kevin will mail to non-e-mail. Let Karl know of any misspelled words, etc. before August meeting.
